Economic Connectivity Armenia-Azerbaijan Dialogue Series (ECAADS)
In partnership with the Hertie School in Berlin, Restart Initiative facilitates a bilateral dialogue initiative between Armenian and Azerbaijani experts, focused on concrete economic connectivity topics of mutual benefit and interest.
Between June 2022 and November 2025, eleven dialogues took place in Berlin, Tbilisi, Potsdam and Borjomi, covering transport, energy, water, markets and skills-building, connectivity scenarios, tourism, export-oriented markets and enterprise, conflict sensitivity and climate resilience. Each convened three to four experts from each country under the Chatham House Rule.
The findings of all eleven dialogues are consolidated in the ECAADS Final Report, published in July 2026. Further dialogues are planned for 2026, with an increasing focus on private sector actors from Armenia and Azerbaijan.
The project has been supported by the EU4Peace programme, the German Federal Foreign Office, the U.S. Department of State and the UK Foreign, Commonwealth and Development Office.
As part of the ECAADS project, the United States Department of State also supported a media project featuring interviews with dialogue participants on economic connectivity topics, available on our Daha Yaxşı YouTube channel.
